I don't think that leaving the blue highlighting ('Ditching the Blues') is a bug: it is acting similarly to Ctrl-Shift-F7.

With Ctrl-Shift-F7 pressed when the cursor is on a symbol, all instances in the file are highlighted in blue where that symbol is a read usage and in purple where that value is write usage. (if the cursor is in a method but otherwise not on a symbol, then usage of that method are highlighted.)

These are additive in that you can choose a symbol, press Ctrl-Shift-F7, choose another symbol, press Ctrl-Shift-F7 and so on. Pressing ESC removes just the last set of highlighting. So I see all of the highlighting as a feature not a bug.
(Actually, pressing Ctrl-Shift-F7 multiple times on the *same* symbol means that you need to press ESC the same number of times - that probably is a minor bug as it shouldn't repeat highlighting for an already highlighted symbol anyway and pressing ESC then appears to do nothing)
